Fact Sheet 24-5: Update to the NYS Mandated Reporter Training

Chapter 56 of the Laws of 2021 amended Social Services Law § 413 to require additional training within the New York State Mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect coursework.  This is one of the required workshops for state certification.  The updated training includes protocols to reduce implicit bias in decision-making processes, strategies for identifying adverse childhood experiences, and guidelines to assist in recognizing signs of abuse or maltreatment while interacting virtually within the New York State Mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect coursework.

This law requires that mandated reporters, including those who have previously completed the ‘Child Abuse Identification and Reporting’ workshop for state certification, complete the updated training curriculum by April 1, 2025.

This updated training requirement impacts the following certification areas regardless of the certificate type (e.g. Initial/Professional, Provisional/Permanent, Transitional, Reissuance/Renewal).

The NYS Office of Child & Family Services (OCFS) offers the 2-hour updated training for free - Mandated Reporter Training | Child Protective Services | Office of Children and Family Services (ny.gov). 

NOTE: If you complete the updated training through OCFS, make sure that you request OCFS send an ‘authorized provider’ Certificate of Completion to TEACH on your behalf. 

A ‘Certification of Completion’ for this updated training can be sent to the State Education Department, Office of Teaching Initiatives using one of the following methods:

• Sent to TEACH by the Approved Provider (note: ensure that the provider is providing the updated training before you sign up to take it).
• The Certificate of Completion given to you by the Approved Provider can be emailed workshopsoti@nysed.gov or uploaded to TEACH at Submit a request – Office of Teaching Initiatives.
